Sales Tax Rate

The current combined sales tax rate for El Paso is 8.25% (6.25% state + 2% local).


Taxability by Service Type
Window Cleaning & Pressure Washing

Treated as janitorial services in Texas. Taxable when annual charges to a single customer total $5,000 or more in a calendar year. If annual charges per customer are under $5,000, these services are not taxable.

Painting Services

Repainting existing surfaces: labor is not taxable; materials are taxable. For new construction, the contractor pays tax on materials.

Handyman Services (Non-Licensed Tasks)

Minor property repairs or improvements that do not require specialty licensing: labor is generally not taxable; materials are taxable. Some basic fixture or equipment installations may result in taxable labor and materials. We do not perform licensed trades (plumbing, electrical, HVAC) and will refer you to licensed specialists as required by law.

Preventive Maintenance Packages

Inspections/check-ups are not taxable. Replacement materials (filters, bulbs, caulk, etc.) are taxable. Cleaning services within a plan are taxable if your annual charges for those services exceed $5,000 per calendar year. Minor, non-licensed repairs follow the same rule as above: labor not taxable; materials taxable.

Residential vs. Commercial

Residential maintenance and repainting typically result in non-taxable labor with taxable materials. Commercial cleaning and maintenance are generally taxable unless a valid exemption applies.


Materials & Resale Certificates

We may purchase materials using resale certificates and collect sales tax from the customer on those taxable items when invoiced. Invoices clearly separate labor and materials so tax applies only where required.


Exempt Customers

If you are tax-exempt (e.g., nonprofit, government entity, reseller), please provide a valid Texas Sales Tax Exemption Certificate prior to invoicing so we can exclude tax where permitted.


Invoicing & Transparency

Our invoices identify taxable items and show the applicable sales tax only on those amounts. Labor and materials are itemized for clarity.


Scope Clarification

TrueRiver Pro Services offers cleaning, maintenance, repainting, and non-licensed handyman services. We do not perform regulated trades that require specialty licensing (such as plumbing, electrical, or HVAC) and will refer customers to licensed professionals when required by law.
